WASHINGTON, D.C.—Congresswoman Eleanor Holmes Norton (D-DC) today thanked Senator Orrin Hatch (R-UT) for his “friendship and for his long, honorable and productive service to the nation” in the United States Senate after he announced he would retire at the end of the year.  Hatch coauthored the District of Columbia House Voting Rights Act, which would have provided a House vote for the citizens of the District and an additional House vote for the citizens of Utah, which had narrowly missed getting a new House seat after the 2000 census.  In 2008, Hatch published an essay, entitled “‘No …
