President Donald Trump spent Thursday morning sending out tweets in rapid fire.
The White House and Congress were trying to draft legislation to keep the government open after Saturday.
Trump and House Republican leaders were trying to reverse their earlier defeat and pass a health care law that could leave 24 million more Americans without coverage than under the Affordable Care Act.
